This role directs the finance operations of the Destination Medical Center (DMC) non-profit economic development agency (EDA). The EDA assists the Destination Medical Center Corporation (DMCC) in planning and executing the DMC Development Plan (a 20-year business plan) and adopted strategies for economic development in Rochester, MN. The EDA consists of an experienced team of professionals who provide services and functions required to execute a comprehensive strategy to manage $585 million of public investment, and leverage that investment with the goal of attracting $5 billion in private investment to the market.
Reporting directly to the Executive Director, the Finance Director sets the strategic direction and vision for the EDA finance function and manages all aspects of financial management for the EDA. Responsibilities include complex data analysis, budget development, forecasting and tracking, and making strategic financial decisions that will promote long-term financial gain. The Finance Director works with other directors and staff to provide insight and direction regarding financial management and serves as the staff liaison to treasurer and audit and finance committee by the board. The position will also require analysis related to budgets, proposed project's feasibility and financing transactions. Duties also include providing assistance with project funding applications for the DMCC and the City.
Responsibilities:
Direct and manage non-profit agency finance
• In consultation with the Executive Director, set the strategic vision for the financial management of the EDA and develop and manage policies and practices throughout the EDA to align with the vision.
• Manage the non-profit agency business insurance and ensure policies are reviewed, updated and executed in a timely manner.
• Supervise contracted accounting staff and ensure that adequate cross-training of contracted and non-profit agency staff is continually maintained.
• In coordination with the Executive Director oversee the development of the annual operational budget.
• Plan and direct audit fieldwork with outside auditors and monitor progress of audit against budgets and deadlines.
• Coordinate the tax preparation process to ensure accurate and timely filing of all tax returns.
• Ensure that all financial records and reports of the EDA are maintained in accordance with generally accepted accounting principles and practices and the use of best practices for financial management of a private non-profit.
• Develop and maintain an internal reporting system and account structure that ensures full disclosure and accountability for all financial activities.
• Develop, maintain, and update necessary accounting policies and procedures to ensure adequate internal controls, proper recording of financial transactions, and the accurate and timely preparation and dissemination of financial management reports, monthly financial statements, monthly budget management reports, quarterly financial statements, and annual audited financial statements
• Conduct on-going management of the Master Project Budget, accounting, budget reporting and forecasting
• Project Management responsibilities: coordination, participation, lead
• Manage and oversee consultant / vendor contracts, payroll, and payment applications
• Manage financial management software system for the EDA
• Develop strategies and policies to support diversification of financial resources for DMC operations and programs
• Assess company spending and work to reduce costs
• Manage finance and procedure training for all employees
• Have a clear understanding of and adhere to current laws and regulations
• Assist executive director in all investor development and ongoing relations
• Additional duties are required based on team needs and individual skills
Public Infrastructure Strategy
• In coordination with the Executive Director and Senior Director, Economic Development and Placemaking oversee the development of the annual capital improvement plan.
• Monitor infrastructure investment against agreed upon strategy and board priorities
• Track use of DMC funds, including actual and projected use of resources
• Identify and seek other sources of funds, public and private, to complement use of DMC funds
Participate in meetings and events
· Attend and actively participate in staff meetings, retreats, and external DMC and community events.
· Participate in cross-functional work groups as appropriate.
· Participate in city/DMCEDA strategic and operational finance meetings
Requirements
Bachelor’s Degree in Accounting or Finance, MBA a plus
5 – 7 years of experience in a related area
Financial modeling and analysis
Real estate and/or public-private development finance preferred
Experience working with and managing budgets and budget analysis and forecasting
Project Management experience: coordination, participation, lead
Experience analyzing financial information and interpreting/presenting it for non-financial audience
Strong written and verbal communication skills
Ability to work cooperatively and collaboratively with all levels of EDA employees and other groups to maximize performance, creativity, problem solving, and results
Ability to set a strategic vision for the finance area in alignment with the DMC mission and vision.
Ability to coach and supervise
Knowledge of generally accepted accounting principles.
Knowledge of federal tax laws and guidelines for nonprofit organizations.
Skill in computer use including experience with Microsoft Office Suite, including expertise in Microsoft Excel including formula, functions, and linking, and QuickBooks.
Ability to analyze, to identify key issues, and use data to support conclusions.
